The game is set in London in the late 17th century, a time when the city was growing and changing rapidly. Players assume the roles of influential figures in the city, such as architects, merchants and politicians, and try to increase their wealth and influence by constructing buildings, financing projects and carrying out political maneuvers.

The game is played on a board representing the city of London, with different neighborhoods divided into hexagonal spaces. Players use cards to construct buildings in different districts, and can also acquire other cards representing projects or events that can affect the game in different ways. The game also has a unique "poverty" mechanism, where players must weigh the need to expand their influence against the risk of causing poverty in the city, which can negatively affect their position.
